This issue can occur for various reasons - I assume you are using the
http://ai2.appinventor.mit.edu server? I have just tried a Build myself and get the same message "Server error: could not build target. Please try again later!"

The server could simply be very busy or indeed it could be down (MIT have ongoing work on their power supply). So, as the message says, try again later.
