I have seen an Extension Telephony Manager from Puravidaapps.com to get some information from the SIM Cards but I would like to know if there is any way to activate/deactivate the Sim.

afaik there is no possibility to do it
you might want to do a Google search and if you find any programmatically Android solution to do it, then let us know here
