Did you previously run a build in a shell owned by the admin account? All of the files in that directory are temporary so there shouldn't be a reason your OS to have denied access to you unless they were previously created by an account with different permissions from your own.

If you haven't already, try restarting your computer and rebuilding. The temp files should removed when you reboot. If that still doesn't work, I think you can set a new TMP environment variable to another folder if you continue to have issues. We mainly build on Linux and macOS, so maybe someone else on the forum who uses Windows can provide further guidance.
