how to set the alarm to only 24 hour format because in my block i could add an alarm even if it exceed the 24 hour format

You can do something similar to what you are already doing to check that it is not empty in your code:
it worked now but the new problem is if the textbox for hour and minute is empty, it will show an error "Bad arguments to >=" looks like it dont accept blank textbox
