Want to make an app that detects any virus or any harmful program in the device

I want to make an app that does the same as written in the title. Please suggest some ways of doing this

Possible using the Device extension HasDangerousApkInstalled block by @Gordon_Lu (at least I hope i am not posting a direct link)

It checks for the only 12 types of dangerous APKs, but the hacker may still use 13th type of malware to harm the phone.
