Text to Speech does not work

Hi all!

Help me to understand:
By pressing the button, the Text to Spech function should work - as in the photo.
He compiled an APK file, loaded it to the tablet (Android 9.0 ("PIE") API 28), launched the application, but Text to Speech is not triggered - nothing is voiced.

What could be the problem? Case, is it necessary to make any special settings on the tablet or pretend to be some special functionality on the tablet?
