That is from the instructions for the AP computer science exam. It is supposed to be language independent.
It is pretty well impossible to set anything to be language independent - even derivatives of other languages work in sufficiently different ways to require their own rules on how they are best used. Somebody needs to tell AP computer that they should take up knitting, programming is not their forte.
