PhoneCallStarted not getting inbound phoneNumber

For some reason, I can’t seem to capture the inbound phone number. The outbound works fine, but I get an error about [nothing] when I try to pass the inbound. I’m using Android 9.

"Phonecall" for incoming calls

I forgot to include my blocks. I’m actually trying to capture the phone number when the call is started. (Looking to create an enhanced caller ID app.) [blocks] As with the others, I’m getting the [nothing] error. Is this a permissions issue? Something else?
