This is against Google Play Store rules. (and this community rules to cover such things, therefore will close.
You do have to pay a fee for a Google Play Store Account, in your name/billing details.
Currently (Feb 2025->) new developers are required to get 20 testers to test their app through an approval process before it can be published. other app stores are less onerous but still require some hoops for you to jump through to publish your app.
