Move cursor to a icon and show a text

In the many web pages, as we move the mouse cursor to a icon, then a text was shown to explain the function the the icon.

How can I do in AI2 ?

What device are you using? Also, do you have a cursor on your phone? Usually, phones do not have cursors.
