How do I build an extension?

I want to develop some extension for my own use and to upload here, and I would like to use the "traditional"(something like what @Kumaraswamy and others use to build their extensions) tools to do them. Can anyone tell me what the tool or platform is?

If you’re a mobile user so you could use the Niotron IDE or FAST. And if you're using a computer so I'll suggest you Rush or FAST or the extension-template repository.
