I don't believe the OneSignal service is free but the extension to link is probably not.
If the CloudDB app is provided to all users, they can see what you see for free when their app is on.

sure, use the SignalOne extension and send a notification or once you know what your doing can provide a notification within the app using the CloudDB to all users or if you are clever and one to add a bunch of code to only a specific user.
