Is it possible to create an app that connects 2 users over the Internet for file transfer?

This extension cannot upload files via "Internet". It works only within the range of the local WIFI network, so no long distances. It all depends on what you mean by "Internet".
Still, it has a large range to send data. When I tested it, it's far better than Bluetooth
