I have downloaded AI2MergerApp, I double click it but it is not launched!
A .jar file needs a Java runtime package installed to run.

Double clicking a file in Windows and expecting Windows to know which program to feed it to requires some setup in Windows. I think that's called File Association.
(I haven't done this in a while.)
Last time I used Java, it needed a command line invocation, like when you do
Windows-Run CMD to pop up a command window.
You need to take into account your PATH values, too.
Here's mine. (I apparently installed Java in the past, maybe as a side effect of adding Open Office.)

These are the three executables for java:
- java.exe
- javaw.exe
- javaws.exe
You can try invoking them in the command line, in the directory containing the jar file (cd command),
cd C:\Users\ABG\Downloads\ (This is wrong, you fix it for your setup)
java whatever.jar
