Show us the Designer settings and blocks that refer to that URL.
Also export and upload your project aia file for good measure.
Device name and Android version?
You should first show the blocks, where you loading this, show us what you are trying to do.

We can't support local AI2 servers.
Ask on the board where you got the local server.
This thread should be moved to the open source category.
Is your phone on the same wifi network? If I remember correctly, I once had the same problem when testing local applications with resources. Maybe try legacy connection.
As @Patryk_F said, make sure both phone and local server are on the same subnetwork and there are no firewall rules blocking direct connection. If you want to make sure that things are working, load a screen without assets and see if that works.

Can operate normally
If all works with no assets, then it is a networking issue on your side. Are you at a home network or at a company/school network? If you are on any kind of public network, it is likely that they won’t allow direct connections. You could try legacy connection in the companion, but that might not help.
