After following all the directions I am unable to connect a Galazy A11+ tablet to am HP Probook using windows 11. I have tried wifii and usb. I have installed the OEM drivers and changed the developers option. Not sure what the issue is.
That sounds like an Android device to me.

If you can connect to the Google Play Store from the tablet, get the MIT Companion app and run it on the tablet.
Then when you use the laptop to code a Project on the ai2 web site, ask it to connect to a Companion.
Type the 6 letter connection code into the tablet's Companion app, and you should be good to go.
